The hooks are frequently sold as Tunic or Doublet belt hooks. You can get some from What Price Glory for $2/pair, or some pipe band suppliers in UK/Pakistan carry them as well.

Nice score! I'm not sure, but it seems rare to me to see a Montrose doublet with gauntlet cuffs like that. Mine has the "Prince Charlie" cuffs.

Here's one of those listings for which a non-expert could be mislead

Somebody who didn't know better might think that this is what the seller says it is. It does look, superficially anyhow, like a Cameron Highlanders pipers' sporran.
However the pipers' sporrans adopted in the 1840s and worn right up till 1994 (when the Queens Own Highlanders was merged with the Gordon Highlanders, and the pipe band switched to the Gordon pipers' sporrans) were grey hair, not black, and the cones were 'white metal' (German silver), not black leather.
What this appears to be is a Cameron Highlanders Other Ranks' sporran with a 'white metal' cantle rim with three knobs stuck on top, making the cantle seem more or less like the pipers' sporrans.
Here's an actual Cameron Highlanders pipers' sporran which I used to own.

Here's a (probably) civilian 'white metal' cantle with three knobs (with the lion badge), very much like the one stuck on top of the sporran in that Ebay listing. I could take the rim, stick it on top of a Cameron Highlanders Other Ranks' sporran, and Bob's your Uncle, I have created the thing in that Ebay listing.

This is claimed to be a Black Watch sporran.

Well, it has a St Andrews badge, but these were very common on typical civilian sporrans, which this appears to be. Apart from the badge that sporran has no resemblance to a Black Watch sporran.
Here's an actual Black Watch sporran. Note the all-leather cantle with stitched leather rim, leather cones to tassels, five short tassels

Looks like it's made by one of the legitimate UK or North American makers. Is it stamped or otherwise marked?
I used to wear one like that, but mine had the brass studs, which got dull after time and were a pain to polish
