Have you considered the cleaning method used by Steve Ashton discussed in his thread "Military Kilt Repairs". He placed the kilt in the bath tub with Woolite and cold water let it soak for a while, changed water until clear and then hung the kilt to dry. If necessary it would require you to press the pleats yourself. Steam, pressure, pressing cloth and you have nice sharp pleats. Search the threads you should be able to find a discussion on how to press pleats.
This is not an attempt to discount your question, but, from what I can tell finding a good dry cleaner who can handle kilts and pleats can be hard.
Another thought, hard to do before the second cup of coffee, do you know someone who has a daughter in a school that requires pleated uniform skirts? They would know who in the area can handle keeping pleats straight.
