Fabric straps would need replacing. But I would say at first glance, skirt, but on further inspection, kilt.

It looks like it has a front apron, but wow...that is one...umm...interesting tartan.

Expression of personal taste deleted. (My own family tartan is ugly as mud, and I don't mind people saying so- just as an aside.)
Also- it looks like a kilt to my eyes.

It's a muted/ancient variant of Lindsay, I believe. Some tartans really look better in the modern color scheme...

At first impression I to thought skirt, then it mentioned leather straps, Kilt!
If it is someone's family tartan I will be very careful not to "INSULT" it with rude comments, as should others.

I have seen leather straps on skirts before and a maker like John Morrison surely would have used leather straps, by the look of it I'd say it's a skirt, I'd say if you were interested in it the best course of action would be to ask the seller the same question.
As to the tartan, I'd have to side with Joly St. Nicholas, it may not be your cup o tea, but it could be someone's family tartan, it does look like Lindsay Muted or some such variant to me, it could also be that the colours do not photograph well, my MacDonald of Sleat is very hard to photograph.
