They are called Dice Hose, and in this case Castlated Dice Hose, that is; with a tooth effect top. These particular hose look every fine and given the event, it is possible that they were silk.
The Castleated form generally needs to be commission but standard Dice Hose as available from House of Cheviot.

It’s not refular dice hose though. It’s clearly a chessboard pattern. I can’t find anything like it

If it helps, this is the information on the photo, the hose were most likely bespoke I'm sure you could find someone who could recreate these.
Lord David Douglas-Hamilton (1912 - 1944, left) arrives at Glasgow Cathedral for his wedding to fitness instructor Prunella Stack, 16th October 1938. On the right is his brother and best man, Lord George Douglas-Hamilton, 10th Earl of Selkirk (1906 - 1994). (Photo by Fox Photos/Hulton Archive/Getty Images)

It’s an interesting photo, and the information makes it moreso. I’m a student of history, WWII in particular; Lord David Douglas-Hamilton was a squadron leader in the RAF and flew Spitfires during the war. He was a noted pugilist, medaling in the Empire games. Wartime achievements included his participation in Operation Torch, where he flew sorties in defense of Malta. He was killed in action over France on August 2, 1944.

Oliver Hardy wore a similar pair when performing at the Glasgow Empire:

These were recreated for the 2018 film Stan & Ollie:

If I recall Bonnie Tartan (who specialise in dance hose but do also offer a range of kilt hose) made these for the film. These are not listed as one of their standard designs so you might need to see if they could do something similar to your own requirements.

The London Scottish Regiment pipers also wore a similar style of hose tops:

These are available here for £35 - although perhaps not what you are after:

The regimental shop also sells Diced Mess Hose for about £90 - but no pics https://www.londonscottishregt.org/index.php/en/shop

Is there a special name for this checkerboard pattern? The use of two colours only, (in the examples we’ve seen white being one of them) provides a stark contrast & definition that is eye-catching to say the least. Certainly something exciting O'd want to try! I've reached out to that companyl will reply when they get back. In the meantime, any more info on this item would be appreciated!

Do you have anyone in mind who could take a commission?

Sadly, the firm that did my Argyll hose have since retired. I might look into Edinburgh Tartan Socks:
