Robert Allison?
I'm 99% sure this is a Robert Allison kilt pin.

It has the RA within an oval which is the Robert Allison mark.

And it's a standard Robert Allison design.
The seller claims the kilt pin is from 1846, none of his photos show the hallmarks clearly enough to see the date stamp.
Being that Robert Allison started in 1938 I'll assume this kilt pin was made sometime after then.
I'm not familiar with Robert Arthur, I'll have to look him up, but I doubt he uses the same stamp that Robert Allison used a century later.
