I took one that was actually only a handle and sheath...all one piece. I had it in checked baggage and nothing was ever said...but that could also mean that the person screening it just didn't see it. So my answer is maybe.
I would check the NTSA or DHS website or just call one of them.

I would advise putting it in your suitcase, that way its safe from someone seeing it and confiscating it which might happen if its in your carry on bag.

I think trying to bring it onto the plane in your carry-on luggage would be a bad idea. Even though a safety sgian dubh is not technically a knife, it's made to look like one. And so that would be as much a no-no as bringing a toy gun on the plane. They really don't want people on the plane with any type of weapons or fake weapons.
Put it in your checked luggage.

I agree don't try to bring it on the plane with you, check it. You will only be setting yourself up for possible conflict with the TSA people.

A right carry on...
I was due to fly to the USA just over a week ago, and my carry on luggage is my kilt roll and kilts, I usually put the kilt pins in the hold, but my kilts stay with me.The lassie on the British Airways desk was dubious about my kilt pins, but let them go.
It was never tested if they were okay or not, as I never left the airport in the plane - unfortunately it was in the back of an Ambulance with a kidney stone,so the furthest I got was the Royal Alexandra Hospital in Paisley. Oh well, there's always next year.
Anyway, back to the point, when I enquired by phone some years ago, a safety sgian was a no-no, for the reason previously stated, it resembles a weapon...

TSA staff are the distilled epitome of the class of people who are inclined to say "onoz omg" to anything even slightly out of the ordinary...if it even vaguely resembles a weapon, it's obviously one of Iraq's missing WMDs.
Feel the need to carry your own protection around? Pack an extra pair of long socks and buy a can of soda at the newsstand, but pack the WMD in your checked bags.
I don't think I'd even bother putting a nice carved wooden replica sgian dubh in my carryon...it's still potentially used as a weapon, as it's certainly as dangerous as a metal-bodied mechanical pencil and simply SCREAMS "weapon" because it's shaped like a knife, and it's most definitely too expensive to risk it being looted.
