Kilts on Kim...
I was watching TV with my daughters this weekend and was amazed to see a kilted character on the Disney cartoon Kim Possible! It is the episode where Kim and the rest of the main characters get sick and pass it on to the evil characters henchwoman. So the evil guy has to hire a temporary henchman, and choses Killigan, a Scottish, kilted character. Very cool!
The kilt concealed a blaster strapped to his thigh. Lazarus Long

ive seen him before... now my question is why do we get all the wierd looks yet there are plenty of people/characters to show what a kilt is......

so if I understand your question, you're wondering why people stare at us when we copy the dress styles of cartoon evil henchmen. Is that right?

The Scooby Do gang went to Scotland to prove Nessie was a fake. I don't like that movie.
Most cartoons drive me nuts nowadays. Gettin' old, I guess.

Villian Bio: Duff Killigan
Duff Killigan is the Scottish villain, who wears a kilt and of course attacks anyone who tries to stop his plans with exploding golf balls... like all the other villains, Killigans plans are always ruined by Kim Possible, and of course he, like all the other villains, keeps trying again... actually takes the ‘if at first you don’t succeed try try again’ saying too seriously.

Of course, this saying has a Scottish origin--legend says when Robert the Bruce had been defeated in battle six times, he was forced to take refuge in a cave, where he watched a spider try six times to span a gap for a web. Thinking of their similar situation, Bruce predicted the spider would fail--but she tried a seventh time, and succeeded! This inspired Bruce to try again, and he succeeded also!
