I saw part of this movie over the weekend. One character, Dobkin, played by Tony Bonner, doesn't wear a kilt, but does wear a balmoral hat all the time, with a feather and a Scottish badge (I couldn't make out which clan).

Yup, that's him.

One of the other cronies is named Scotty, but he doesn't wear anything special.

It all depends on your point of view but to my way of thinking, yes, he was a bad guy.
