Hello from a Texas Newbie
I'm new to the forum, but not to kilts. I have had a few of the Utilikilts and I thought it would be time to step up my game!
I have heard of a place in the Dallas area, Scotland Forever, I heard they could measure me properly for a proper kilt.
Are They still open?

That website does mention Scotland Forever.

Well met Mark. I hope a store near you helps with your new kilt (if not the one you asked about). Glad to have you with us and hope to hear from you in the future. Perhaps when you get your new kilt.

from a wee bit to the west, in Austin.
There must be a good place near Houston to get a kilt. Someone in that area may have suggestions.

Welcome from Waco. I used to live near Houston, and don't know of any kilt makers/sellers there. I do know that some of the Men's Wearhouse stores will measure you for a kilt.
I had to teach the one here in Waco how to do it couple years ago. You can then order it where ever you want.
J. Higgins has a "how to measure" for kilt on their website, so you might want to look at that before having anyone else measure you. jhiggins.net

I believe there is a place out of Houston that makes kilts as well.
