Kilt altered in northern Cal

Hi all,
Coolest forum ever!

Anyone know if there is someone in northern California or southern Oregon that can alter a kilt? About 5-6 inches too big waist for me. I'd prefer to drive there for fitting, so anywhere between Modesto and Portland.
