Adam, I can recommend Keltoi ... see his add at the top of the page. You would have seen several of his kilts at Tartan Tuesday in June... including mine. (I also have some picts posted here in his Thread). He's a great guy and makes a beautiful kilt.

I have a Keltoi kilt as well and I can tell that John makes a fine garment. His prices are fair, but you may have to wait (he is currently at 15 weeks, according to his web site).

John at Keltoi is good. He's located in Kitchener. I don't have one of his kilts, but I ordered custom hose from him and was pleased with the result. If he can't accommodate you on your timeline, Heather at William Glen & Sons in Toronto also does good work. She has altered my kilts a number of times and I'm pleased with her work.
For something a little closer to home for you, there's the Wee Tartan Shop in Port Perry.
They fit you for the kilt and their local kilt maker does the work after they order the tartan.
