Semi Formal Headwear
I'm attending a Burns Dinner this weekend, and am looking for a hat to accompany my PC outfit. I'm not a fan of the Glengarry or bonnet (on me), and was thinking of a black Homburg, as it is the traditional accompaniment with a tuxedo/dinner jacket. Any advice? Thanks!

The P/C is the kilt equivalent of the Tuxedo so the head wear would be the same. That is - none.

I suppose if you need an overcoat for weather to and from, any accompanying hat would do. But to wear with the PC on its own? I'm unsure why you would.

Headwear really isn't necessary with your PC attire whether indoors or outdoors unless you have weather considerations .
I understand your question , however , I think perhaps a Homburg with a PC outfit might appear as awkward as a Glengarry with a tuxedo ( civilian wear ) .

Generally, the unwritten rule is as Steve stated. In the military we never wore any headgear for "evening" events including black or white tie affairs. In case you're wondering about what constitutes "evening," well anything after 1800 (6:00pm for civilians and reservists ).

Headdress may be worn with military mess dress (Prince Charlie black tie equivalent), for example:

Neither a black/dark navy glengarry or balmoral, diced if you like, would look inappropriate in my view, provided you don't wear it inside. A homburg, however is something I would avoid.

I am compelled to lighten the mood of such a serious subject. Maybe a swagger stick would be considered as an alternative to head gear. Just threaten the elements with authority by aiming said wand, perchance an assault occur to your crown. The effect would be more fetching.

I think the bowler with Highland wear would be a bit of a mix of cultures, sort of like wearing lederhosen with a Prince Charlie.
