Garter fringe

Mrs.Crash is knitting some hose garters and wants to know how to make the fringe at the ends. Can anyone lend some insight?

What I would do is: cut about 20 equal lengths of yarn twice the length you want the fringe to be, use a tapestry needle or similar object to pull the yarn halfway through the first row and tie, repeat until satisfactory.
