I'll take 12 pipers and 1 highlander, its only one riot, no need for more.
Oh yeah 2cases of single malt, 1 for the pipers and 1 for the highlander (he might be a wee bit thirsty)

When all else fails, go with what you know...
Being a retired Chief, based upon my experience, the numbers are off by a bit.

1 Riot = 12 pipers and 1 Highlander is about right.
12 Pipers = 1 Case Single Malt... More or less
1 Highlander does not equal 1 case. More like a barrel, which will require a cart with team and a drover to deliver it.
The drover will also require a case.
But the drover on the cart with a team delivering 1 barrel and 2 cases will raise some eyebrows and people will follow it, so now it would seem that we'll need at least three to four barrels total (depending on the path taken by the team) to deliver.
And a bottle of port for the padre who will HAVE to be there to ensure that nothing amiss or sinful happens.

That should just about cover the rabble.

Starting to sound like the story of the brewing riot in Dallas, Texas in 1896 when the Texas Rangers sent one Ranger to settle things down. To paraphrase his response to the mayor's questioning why he had no reinforcements, he said "One riot, one Ranger."

By the way, that one Ranger was Capt. Bill McDonald.
