Possibly 6th Bn, HLI, they wore a black sporran with three short white tassels.

The rifles look to me to be Martini Henrys fitted with the 1887 pattern bayonet.

The officer in the second row on the inspection party is wearing a badger sporran and so probably Late Argyll and Sutherland. The chap to his right as viewed looks like he's wearing a Caubeen.

Close look shows that soldiers wear diced glengarry and have different type of sporran cantle... so probably it’s not 6 HLI , unfortunately...
their sporrans looks not horse hair but leather
all soldiers looks too very young, like cadets...
It looks like non-British unit..
May be Canadian or South African regiment?

I think they're cadets too, their height and youthful looks suggest mid teens.

Thanks everyone, on the other forum I've got the answer - they are cadets from Daniel Stewart's College (junior) OTC, Edinburgh.
Formed in 1913 and officially known as 'C Company, 1st (Highland) Cadet Battalion, Royal Scots.

I have checked all the possible Forts in Canada to see if I could match the structures in the background. There are similar ones here but no match. If this is a Canadian regiment, it wasn't photographed in Canada. ( ... not Ft. George Scotland, either. I checked that one, too.)
