SWK 2006 vs the 05?
are the pleats sewn down to the hips on just the 06?

The pleats on the 2005 standard kilts are not sewn down at the hips. The pleats on the 2006 standard kilts are sewn down at the hips.
The pleats on the heavyweight kilts have always been sewn down at the hips. The pleats on the economy kilts are not sewn down at the hips.

Isn't sewing down the pleats going to limit the ability to fit people of different shapes? I mean, the hip to waist ratio is different on every one. If you've got a narrow waist and a "bubble butt," you're going to have a bulge at the point where the sewing stops. I've seen pictures that showed this happening.

Maybe... but personally... I'd rather rip out stiches rather than attempt to sew them in straight. Quicker and easier - esp. for a non-sewer like myself.

I've always had the impression that that was one of the factors involved in Stillwater being able to provide their product at such a reasonable price; it's sort of "your waist size by a 24 inch length" and no custom work.
Works for me...
Best
