Is this an actual tartan?

I'm curious if this fabric a friend has is an actual tartan. The colours would make me think it isn't (he calls it the Darkwing tartan, as it uses the same colours as Darkwing Duck). Any ideas?

The sett is Baird with the green and purple reversed but I have no record of it nor whether it has a name but suspect that it's a Trade fancy. Note that it is herringboned across the whole width of the warp or weft (probably the former). Not unattractive though.
