Nothing on the Tartan Authority site.
Surname database has this: https://www.surnamedb.com/Surname/haggard
The 1998 UK census show this distribution- pretty much all England

Ah Ha! - but the 1881 Census does indicate a fair number with the name Haggard in Kirkcaldy / Fife

So perhaps the Kirkcaldy or Fife District tartan would be appropriate.

Haggart (with a T) is reckoned to be a sept of, or associated with Clan Ross.
And remember "Spelling is an adventure, not an exact science."
