Yes he is but the more correct term these days is German Shepherd.

is it a muzzle? It could be a "gentle leader" type halter.
Gentle leaders aren't so bad.....by moving the dog's head (as opposed to his neck) it's easier to lead in in the direction you want him to go.

Ok German Shepard than, I had two Shepherds back in the late '80's just about the best dogs I have ever had, well the smartest anyway.
