I'm in the Denver area and take lessons from Jamie Cuthill. I don't know how far Denver is from where you live, but he does give lessons over skpe if it too far to travel. http://denverbagpipelessons.com/
Jamie would be a good instructor. He often judges piping competition at Elizabeth and Estes Park for sure and probably Highlands Ranch. He is also involved with the Colorado Youth Pipe Band.
You also might check with Pikes Peak Highlanders. I beleive they could put you in touch with either one of their members or someone closer that could instruct you.
Call up the local pipe bands and ask how they run instruction. Many times it is for free (30 min) or a small fee. The bands are also a good place to ask for recommendations on instructors that don't advertise.
