Loin cloth for me kilts
Since I have been unable to find an underkilt made of t-shirt material and my cotton duck kilt went on the attack mode, I decided to make a loin cloth.
The material for this is stretch nylon from an old basketball dazzle jersey front. It stretches only sideways.
It was quick to make. My dangly bits say Aaaah. Dosent interfere with pleat action - no rear.

I seem to remember some members making the full version (front and back) from actual T-shirts by cutting off the top below the sleeves and adding elastic bands.
I tried to ask my inner curmudgeon before posting, but he sprayed me with the garden hose…

Also have read of members unseaming the middle parts of a pair of silk boxers. I suppose you could sew the legs together in the front and the back, as well.

I looked at this for my Adidas basketball shorts as a sporty kilt/skirt conversion. It would end up making a liner only 50 inches at the hem - about the same as my Utilikilts at the hem with all pleats folded - OK for walking - slowly - hobble skirt? Seriously, take a tape and run it around your legs just above your knees hold at 50 inches and start spreading your knees. You will see what I mean. 60 inches might work but that would be 4 x 15 inch shorts leg measured lying flat.

Take a pair of commodious boxers, snip out the crotch, and Bob's-yer-uncle. That's hwat I've been doing for years to protect the kilt from me.

I have found an online mom and pop business that is making me some cotton underkilts $12 each - will report back if they come out well.

Oh, ok. The boxers might need a hem across the middle cut area, but no other stitching on the leg area. Just thinking wrong.

The only problem I see is the fact you will have two waistbands to deal with-the one obviously holding up your kilt, and the one retaining your, um, loincloth (I always thought loincloths went betwix the legs?). Speaking from experience here, unless you have the band underneith surgically attached to yourself, you are going to be fussing with it-the movement at the waist of the kilt will push it down...
