If the standard length (24") works for you, you will not get a better deal on a new wool kilt than the Stillwater Heavyweight (especially the new and improved model). I have 4 of them (3 old models and one new) and they will last and look good far beyond the acrylic models and are well worth the extra money.
If you need a specific tartan or need a custom fit for your body type then USA Kilts' PV models is the way to go.

I second that. The caveat is that you need to have a reasonably trim body form for it to "work". If you are extremely thin, it'll probably be just fine. If you are very overweight, it's not going to fit terribly well and a kilt made to your measurements will look better. However, on the right body, they look pretty darned good for the price.

I'll need to double check my measurements, I'm quite tall and have a pretty big around the navel heh. I did notice however that one of the heavy;s I was looking at only had the option of buying in my measured size so maybe it's fine.

There are a number of cheap kilt vendors, e.g.: Stillwater, SportKilt, KiltMart, Tartanista (on eBay only) and I would have said Frugal Corner, but that last seems not to be trading.
You can also find kilts directly from Pakistan on eBay, which is where a lot of the cheap ones come from anyway, although it costs $30 to have a kilt sent from Pakistan to the US.
A lot of people on here will turn their noses up at these suggestions.

*shurg* I'm a student, it'll be years before I can afford another tailored, folks can stick their noses up all they like only way that affects me is in the respect for others category heh :P
