Ever since the early 80's it seems like there is at least one bloke in a plaid mini skirt at any given event.

No, someone just selected him (poorly) and darkened the background. You can tell because all of the color fringes next to him actually match all of the background edges, albeit with different saturation values.

Ain't it amazing what using Photoshop every day for twenty-five years will teach you!
