I don't know if they ever were cheap or whether that was an urban myth. Certainly, today Las Vegas is such a tourist and convention draw that the airlines can and do demand top dollar. For instance, Vancouver to Los Angeles or Vancouver to Las Vegas costs about $480 CDN per person, return, mid week, next month. Similar distances, so I'd call it fair.

Room rates tend to be less through the week, unless you happen to pick a week where there is a big event happening. As far as reserving a block of rooms, most hotels will do that, but you often have to guarantee that a certain percentage of those rooms will be booked, since you're preventing others from booking. If the percentage is not met (80% is a common figure) the group involved has to make up the difference.
Sometime in 2007 or later would be best for me. Of course, you know my vote is for the Hooters Hotel and Casino.
I stayed at the Flamingo the only trip I've made to Vegas. It's a pretty nice hotel and has been said before, it's right in the middle of the strip.
I do like the idea of a rabble of kilties descending on Vegas.

Based on my experience with Kilts in Hooters, I think it would be hard for any of the rabble to even leave the hotel!

I just spent the last weekend in Vegas for a wedding. It could have been that it was also father's day, but the air fares were not what I would call cheap. I could have gone to several other cooler cities for half as much. The high temp. was 104 that day and the wedding was outside at 10:30 in the morning. Because I was in the shade it wasn't that bad. I wore a SWK the rest of the day which wasn't bad traveling from one building to the next. Stayed at the South Coast which isn't in the middle of things but is only 6 months old. I spent a lot of time in airports because of the weather in Houston. Vegas is a nice place inside, but if your not going for the gambling another city might be a better choice. (MHO)

I would be up to heading to LV for an XMarks rabble of kilts.
I should have my XMarks kilt by then.
For another idea would/could be to have it in Palm Springs, CA. Hamish mentioned he maybe visiting the states. I believes it's late 06 verse 2007.
I humbly request that we add a kilted golf outing into the mix where ever it may be. Both places (mentioned above) have a lot courses.

The course itself might panic when descended upon by those of us which are not sure which end of the club to hold, however.
