    Anybody Translate

I doubt this is kilt related--unless the writing is Welsh--but I don't know anywhere else to ask. I guess it could be Polish what with all the vowels "missing."

Can anyone translate the writing on the flask shown here? I know the Latin vicarious, but the rest is odd. Vicarious cold refer the the pope.

It's a flask, a gift my daughter is giving her husband.

The bottom has MDCCXI, or 1711. But the rest looks like:

OCDWIL CPRZRIARCHITEL CRIZOINPRZ ET FIPROVIZOR - VICARIUS

    OK, scholars, do your stuff.

Don't recognise it - reminds me a bit of William of Orange crossing the Boyne.

It's a (partial) copy of a penny coin from the time of Johann Wilhelm II, Elector of the Palatinate. It's missing a number of the abbreviation periods, and some of the letters have been miscopied; the inscription reads
OCDWIL CPRZRIARCHITEL CRIZOINPRZ ET FIPROVIZOR - VICARIUS
    and should read
D IO WIL CPR SRI ARCHID EL FRISO I N PRS ET FI PROVISOR-VICARIVS MDCCXI

    expanded it would be
Dominus IOhannes WILhelmus Comes Palatinus Rheni Sacri Romani Imperii ARCHIDux ELectoratus FRISOrum In Nomine PatRiS ET FIlii PROVISOR et VICARIVS MDCCXI

    and would be translated as
Lord Johannes Wilhem, Count Palatine of the Rhine of the Holy Roman Empire, Archiduke Elector of Friesland, in the name of the Father and Son, Provisor & Vicar - 1711

I didn't do the translation, but through "vicarius" and guessing that "FIPROVIZOR" should be "FIPROVISOR" I found this discussion at Translator's Cafe.

    As for kilt-related ... I got nothing.
