    indecency

not real sure how to word this.we keep seeing comments about not going regimental because of accidental exposure or someone else flipping our kilt up causing legal or other problems.has this ever proven to be a problem for anyone or is this an urban legend?

Accidental, and sometimes intentional, exposure happens all the time. The consequences of such exposure depend on the circumstances surrounding the event. So, no, it's not an urban legend.

Seeing that most are "not in a regiment" you can wear what you like, just because the Scottish Army wear on underwear it doesn’t mean we have to follow suit.

I haven't been kilted for years and years. And I have exposed my taters in shorts before. So for I, I wear something under. It does happen. Can it be minimized? Yeah.
I recently kilted up in my yard cooking on the grill with my wife. It was HOT and humid. So I went without. It felt better but not enough for me to take the risk on a regular occasion.

Here's the deal. Strap on your kilt. Wear nothing under it and practice sitting. Then put some underwear on and do the same. What make you feel more comfortable? Another thing to keep in mind, when you sit your meat and potatoes may end up on a bare seat. How does that make you feel? Do what makes YOU comfortable.
Let YOUR utterance be always with graciousness, seasoned with salt, so as to know how you ought to give an answer to each one.

I've had the kilt lifted from behind once in a bar, and there was one time where a major gust of wind lifted the back of my kilt slightly higher than I was comfortable with - pretty sure it wasn't high enough to moon anyone, though.

In the end, plenty of women wear skirts all their lives, and nobody would ever worry "Oh no! That girl may accidentally reveal herself!" about a woman wearing a knee-length skirt. Be it a circle skirt, wrap, slip, etc.
The reason is that these women grew up wearing skirts. They can (usually) sit, stand, squat, kneel, walk, run, ride bikes, etc. without risk because of a lifetime of being self aware, and years of practice doing these things in a skirt.
You may argue that women have less to show, but the joke about those that wear the kilt below the knee being liars comes to mind.

I know that if I sat in a kilt as I do in shorts, I'd have given plenty of people a "show" but if you remain aware and move appropriately, I can't imagine any way you should be able to just "fall out" - you've got two full length and width aprons and a sporran between you and the world.

I don't much worry about indecency. If someone else exposes me, the "criminal" event (in my mind) is on them. If I want to sit spread eagle with no concern for decency, I stay home. On the other hand, I do tend to wear my kilt for more event-like occasions. This being the case, I am aware of my surroundings and keep a thought present about my modesty.

MoR says it just right...exposure happens from time to time and the consequences of which are event specific. If you are the only person in a kilt, people might be less understanding. However, if you are at a Roller Derby bout you might just get a standing ovation from the teams and the spectators

But rest assured, it is NO myth. There is always someone that wants to know what is under your kilt. And, some will even try to find out.

Same here, just recently I had my kilt flipped but wasn't regimental that day. In front of my boss's boss, no legal actions ensued, but in today's society, I wouldn't be surprised if there was some truth to it. Just be on extra guard around places where families are, if it happens in a bar that's one thing, if it happens walking into a school gymnasium for little bobbie's school thanksgiving play that's something else.
