If you are talking about XMarks, then MOD could mean moderator, so ex MOD would be an ex-or-former moderator.

as to the question, ex MOD is something that had been issued to a soldier by the Ministry of Defence and is now sold to or in posession of a civilian. Correct me if I'm wrong.
