I think it would work. It might work very well. On my ankle I would still have almost twice as much cloth as I needed, so pretty deep folded in hidden bits.
Also, the snaps would be through a single layer of cloth so that unsnapped the cadadh could open far enough at the ankle to let the heel back out. Maybe a bit of reinforcement cloth between the snap halves on the inside of the cadadh?
If someone has a pair they choose to try it on I would be glad to see pics.

This is what a strip of clear elastic along the seam in the problem area would do with less bulk at any one spot. It would allow you to get the fit tighter than it is now, but still not too tight to put your heel through.
Clear elastic is used sometimes in ladies blouses from the shoulders to hook around the hanger so that the garment doesn't sag when hung up. Usually one just cuts them off when you purchase the garment. Mark out the area that you'd like to 'gather' in, cut a piece of elastic approx. 1/3 shorter than the area you marked out (plus finger holds!) and stretch out the elastic between the marked seam ends and zigzag in place. Don't make the elastic too short or you'll end up with a nice gather look at the achilles.

Duh. Yeah, "a pleat". That word skipped my brain, but is perfectly clear to everyone reading it on this forum. 
You'd have 3 layers at most, instead of two, but no gap or draft.

Another idea would be a pleat on either side, with the snaps on either side of your achilles tendon. You'd be pressing on the side of your tendon to snap, but while wearing, they'd be "floating" in that hollow and not rubbing your skin. They'd look a bit like a pair of spats or gaiters?
