This picture comes from the fashion-blog “The Sartorialist”. The kilt has been an inspiration for new creations many times, but I doubt that this design will make history...

I couldn't make it in the fashion world as I look at the kilt and wonder why not use a solid color (maybe blue) if you want racing stripes down your hips? Something like that woukd require a sporran so as not to be confused for a skirt.

It's a woman wearing it. You can tell by the shape of the calves, hips, hands, and lack of upper-body musculature. Plus, she's holding a purse.

It is indeed a woman on the picture, but the fact remains the same: the garment is inspired by the kilt and the result is strange to say the least. It is as if they cut the kilt in pieces and reconstructed it with white fabric in between.
