I disagree that it's a male's basic nature. I think it's more a matter of culture and upbringing. That said...

Don't you think women would like some eye candy?
And yet you do [care] based on your comment above. But more to the point, I think you'll find many who would also disagree that it's pointless, and as for the second bit, I don't feel I owe the ladies anything, much less my exposed genitals. If someone wants eye candy, they can go buy a calendar to ogle. And I would say the same to any man. If you want to ogle someone, buy a magazine. But even more specifically... I would hope that someday both men AND women could learn to respect one another without reducing them to mere body parts, and sexualizing them, thereby eliminating the need for calendars and magazines. But I guess I'm just really utopian that way.

Again, culture and upbringing (or lack thereof). But as for wearing shorts or speedos in an effort to preserve modesty, I won't be the one to judge, as for the vast majority of us (I suspect), kilt-wearing has come later in life, far past our formative years when we were taught how to sit and behave properly. Where I grew up, men often sat with their legs wide open, as if they wanted to invited people in... So it's no wonder that someone who was never taught to sit legs together, or crossed at the ankles or thighs (rather than one ankle resting on the opposite thigh) would want to wear something underneath when they start wearing a kilt. If you've always sat in certain ways, I imagine it's a hard habit to break, and just because you put on a kilt doesn't necessarily mean you'll instantly start sitting differently. Many more women, on the other hand, having been taught since a very young age, from wearing dresses and skirts, are probably a bit more mindful of it.

It IS if you're borrowing one... In fact, many hire shops would insist you do. As for everyone else, other than the obligatory mention that the forum has gone down this path many a time before, you'll probably find the answers are all over the board. I don' t think there is such a thing as a "norm," and anything you find for an average, will have a very broad standard deviation and have a very flat curve.
As for me, personally, I don't care whether anyone knows what I got or don't got underneath. I generally DO, for the simple reason of hygiene and that I can get far more wear (without washing or dry cleaning) if my skin does NOT come into contact with my kilts (which tend to be rather on the expensive side). If it were a $99 knock-around, then I wouldn't care nearly so much, I think. But in general, I do the same thing even on my upper body, by wearing undershirts. Any one of my shirts costs a fair bit more than an undershirt, so it behooves me to make them last a lot longer by wearing them more than once -- which is only possible when I limit the amount of body sweat and odor from permeating the fabric. (And shirts are less expensive than trousers or kilts, generally. So I DO take that much more care with my expensive clothes).

I was referring to people actually walking around the Games with their kilt worn over shorts that are cut below the knee. Heaven forbid that one of those young mens' friends see them kilted! They'll usually be found squawking that their "dad made me [them] wear the kilt."
Usually the teens/young 20s crowd of boys who are entirely too self-conscious and abhor standing out.
I ALWAYS wear skivvies. Do what you like but in my book going regimental is just not done. Dark underpants only.
Edited at 2100 to add a point of clarification:
I never have and never will wear shorts under my kilt. When I do a thing I commit to it fully and completely. I wear my kilt proudly.

I had to read that post several times to understand what in the world the OP was getting at.
For one, it's really none of your business what someone does or doesn't wear under their kilt. For two, what the heck has eye candy got to do with anything? I'm sure you can understand that showing cleavage is not the same as showing your genitals and if a man who is unused to wearing a kilt, decides to wear something to preserve his modesty and from being reported to the police for indecent exposure, I would not castigate him in a public forum as you are doing.
And for three, why insult one of our members for commenting on your post when you didn't identify where you had seen this behaviour and then proceed to ask general questions regarding said behaviour?

Methinks it is all common sense. Obviously I prefer to allow the bits to hang free as Creator intended - much healthier and all that. BUT...if I'm going to be around little kids, or at work then discretion is important and I've come to prefer black Under Armour that is nearly as long as the kilt. Sadly, I've been falsely accused of revealing too much when in fact I was wearing underwear. I chalk it up to the lady's wishful thinking. I've been most grateful I was wearing underwear a few times at work. Discretion, and attention to the event at hand works for me.

Never did I say "Chas" so I would guess if you're going to be offended and feel accused by a general statement and what happens in a local area across the world from you I would suggest taking a good long look in the mirror.
and as I stated before I am new to kilts and still learning the community of kilt wearers.
Dear Leonhardt,
How is looking in the mirror going to help me to see or understand "what happens in a local area across the world from me". You made a general statement to the membership (of which I am one) and to "Men in general" (of which I am also one) - I think I qualify to answer.
Just for the record, I am not offended, just not understanding what you were saying.

I believe it's standard for competitors to wear undergarments, if not an actual rule or requirement when signing up for participation. Can someone who competes at events enlighten us?[/QUOT
No it was men wear short kilts or long shorts or sitting with their legs spread for the world to see.
Still could have been highland athletes. Wearing shorts is a requirement in any games I have been associated with. And many competitors also wear compression sleeves over their knees, so the effect can be of long shorts. And competitors may sit around when their class is not competing.

Do what you like, but given that I started wearing a kilt while affiliated with a Regiment, I'll agree to disagree...

I tend to approach this topic from a different slant.
To start - Guys often bring their ladies with them when they come to my shop and it is not unusual for the topic of "The Question" to come up. Guys have heard about this, but don't really know, so they often ask.
And every single time the response from the women is the same.
They want the mystery, not the fact.
I have never met a women who wanted to be faced with the fact while out in public.

First welcome to the forum . Personally I normally put on tight black pants I like to keep thins held in cant do with boxers and my junk as you put it flopping about . Having said that I was asked about 20 times last Sunday while at a bike show am I full Scottish under the kilt. So for a laugh and for the first time I nipped back to the van and went full Scottish. In the course of the day and having been asked a further 20 odd times by almost every one I talked to including several lady's who stopped me to take a picture of me with there phone.
It may not be the done thing but as its just a bit of fun I think I must have flashed my bare but about 4 times during the day to show I was full Scottish . LOL it was a fun day. Would a were shorts no I would not its to bloody hot under all that cloth as it is .

I suppose wearing outerwear shorts under a kilt is a bit like wearing one's bathing suit under street clothes. Makes it easy to change when desired. For me...just undershorts, thank you.
