About the tight waist band on Utilikilts (and other cotton based fabrics). They all want to shrink 1-5% in the wash. I tug the waist band while it is right out of the washer damp and this seems to counter shrinkage. (Same for the kilt length.)
Since there is no stabilizer strip in these wait bands, you can also dampen the waist band of a dry kilt (or jeans) with a spray bottle before putting it on, leaving the belt a little bit loose and letting your body "resize it" some.
With your snap less "floating waist" kilt the first routine will work fine but the second will just set a skew in the apron fabric at the waistband.
