Stillwater does have a rise. It was made to sit high like a traditional. The kilt has about a 21 to 22 inch drop, which is for normal people. That's 22 inches directly from the hip.
I know the point is now moot, because he ordered a different kilt, but the Stillwater I ordered was the reg. length and unless I wear it HIGHER than my waist (yup, know where my waist is), it breaks at the bottom of my knees. I'll order an inch short in future w/ them. -- but I really do like their kilt.
