I'd advise some cotton material initially, as babies tend to have sensative skin. I have a couple very young ones and my son's skin gets red very easy. I think he'll outgrow it, for it's much less now than a few months or a year ago.
If want wool, get worsted (if can afford it). It "feels" more like canvas, lacking the "scratchy" wool fuzz. Even then, I'd line it with kid friendly cotton. Wool is also not easily washable, so again, I'd perfer cotton (which has been pre-shrunk before stitching, so "infantile regurgitation" may be machine washed out.
Shepherd is a white and black checked tartan. At one time, there was some cheap print available somewhere (for some reason, I keep thinking I saw it at Wally-Mart). If can find some, start here.
Matt's advise on baby kilts trumps me, he has access to materials I do not, expereince with "customers" I do not, and has had kilted tikes himself. I's highly advise you give him a call.

I know there are a few kilted folks here in Tulsa, although I've only met one in a kilt, and he was from collinsville, half an hour away.
