I think one reason Tartan Day doesn't get much attention is April is a peak political month. There are elections, State, local and Federal and the media tends to be in a political frenzy and is unwilling to give space to much else.

Several people have mentioned the wearing of a kilt on Tartan Day. The average person won't spend the money on a kilt, but there are other types of tartan clothing (trousers, shirts, ties, hats, etc.) that are more affordable and could be worn with one's everyday attire.
I can't wear a kilt at work (violates safety rules), but I can wear a tartan shirt or trousers.

The aforementioned Minnesota Tartan Day cooperative releases a new Tartan Day button for each year -- no two are alike -- a very easy way to "show the colours" at work.

I was hoping to make it to NYC for Tartan Week. Might have to change my plans, a friend i was planning on staying with, has since moved. Its very expensive for rooms in NYC.
