From what I have read its a band called the "Gold Coast Pipe Band". I did a check and there are several GCPBs. I am betting its probably the band in Ventura and Santa Barbara Counties in CA.

He also has a show called Made in America (that I can't remember the channel), he toured a bagpipe maker and showed one being made from the start.

He's a Leg Man: John Ratzenberger bared his muscular legs (don't they look fab in a kilt?) during his video package with partner Edyta Sliwinska. So what's his secret to great gams? "He rides his bicycle to the dance studio," Sliwinska says. "He's very strong." Ratzenberger proudly smiled and declared, "They're like oak trees."

Not sure why, but when I hear about something and a google search does not turn up a complete answer to a question I have to continue looking until I find the answer or it eats at me. Since I did not see this show but wanted to see what John was wearing, this issue was like this to me.
Mission accomplished...
John was wearing pretty much the outfit shown above with the navy blue shirt. It appears to be a Policeman Pipe band shirt with the gold badge. But he brought in his drum to "help him connect to the rythm of the dance".
Looked very crisp and sharp, and jokingly remarked that he wears funny clothes all the time.
I can sleep tonight
