    Balmoral tartan

I wonder if there is a set of rules/guidelines somewhere about who may apply for and gain permission and who makes the decision on the Queen's behalf as she never replies to letters personally. Was the refusal signed by a Lady in Waiting Arlen?
From the STA's article on royal tartans:

[the Balmoral tartan] is worn by HM Queen herself as a skirt and several members of the Royal Family but only with the Queen's permission. The only other approved wearer of the Balmoral Tartan is the Queen's personal piper. The Estate workers and Ghillies wear the Balmoral Tweed.
I would image permission to wear the Balmoral tartan must be earned through service to HM, such as the Queen's personal piper.

    Regards,

    Todd

I can't recall now what Arthur's royal connection was but he was very proud of the fact that he was allowed to wear the Balmoral. At the time of the photograph he was leader of the local council and chairman of Scottish Borders Tourist Board and he often wore this kilt to high profile events. My informal photo of him was taken during a resting moment when we were selling "Scottish Passports" on the border. The "Passports" gave discounted admission to leisure facilities and the proceeds went to Border Television's Telethon charity fundraiser.

    Thumbs up Great film,

It is a really outstanding film ! If you have the DVD, you should go to the 'bonus features' and select the commentary with British royalty historian Robert Lacey and watch it a second time. His commentary makes many interesting insights on the house of Windsor.

My copy arrived in the mail yesterday. I'll have to check out the narration as well.

I think it was like 'Second undersecretary to the office of...'
It was a long time ago and I never kept the letter.
    Maybe I'll try again.
