I don't really have any personal rules per se I do try to make everything work well together for example you could match the prodominent colour of the kilt as here:
Or you could match the hose with the shirt
You can also match everything to different colours in the tartan it all depends on the outfit

I rarely wear cream hose, but when I do it's always with a white or off white shirt (and then only in dressy situations). Otherwise I wear colored hose. I generally try to coordinate my hose with my shirt but that doesn't always mean I match my hose to my shirt color exactly. My goal is wear articles of clothing that compliment each other.

I usually match shirt with hose. I don't really like white, but I have several pair of "oatmeal", and an abundant supply of khaki shirts. Then put Tartan museum gift shop traditional garter ties with them to match one of the colors in the kilt. But then I will also wear any color hose that goes with the kilt, and not necessarily matching the shirt, depending.
I ask my kids or my wife if the colors clash, or if I look stupid, they tell me.

As others have said, it is the total look that counts! I wear off-white for Highland dancing with flashes of the same tartan as my kilt. That shows off the laces of the dancing gillies . Otherwise I often wear coloured. I pick colours that match or complement the colours in the Kilt. For dress, I use diced hose in red and green (colours in my dress kilt). As always it is a matter of making the total picture look good.

well it depends on what i feel like... i have the following colored kilt hose, Brown, Black, Green, light blue, Dark Blue(just bought them at the Syracuse/Central NY HG last weekend). I try to match them to what color i feel like when i put the kilt on (depends on the colors in the kilt). Lately I have been staying with the black hose.
I have 2 pairs of cream, that have a thistle, and a rampant lion on them. I also have a white pair!
My wish list is for Gray and Red!
