I will leave the reviews of quality to people who have the models mentioned. I will only speak to the specifics you mentioned...
Our 5 yarders do no have the stabilizer put in as we do not cut out the pleats (b/c it's only 5 yards of fabric and the pleated area isn't so thick that the waistband is too thick...).
On our Premier 8 yard kilts, we do cut out the pleat "innards" above the fell, we do steek each pleat, we do put the horsehair canvas lining in (handsewn) and we do line the kilt with a cotton lining (handsewn).
I have a tweed 5 yard kilt from Rocky and Kelly. Its fantastic and at least the equal to 5 yard kilts I have purchased from other vendors (House of Edgar, Tartan Web, and The Woolen Mill). The quality, fit and finish are just wonderful. When it comes to customer service - its almost impossible to match the care and attention you'll receive from this dynamic duo.
In short - I strongly recommend their kilts - they are wonderful!
