plastic bags/bin bags with more plastic bags stuffed inside tied off with string was a old favorite round here in the 80s ,
if the bag tore you just took one of the inner bags out and replaced it ..
any child could easily get them from kitchen cupboards and can be made without the need of any supervision and easily disposed off when finished with
