I'm asking a question for a friend who is wondering whether there are kilts for women and if so what is the proper way to wear it and proper length

Tell your friend yes there are! My wife got a great mini-kilt made from USAK, but there are varying lengths from long skirt to very short.

You'll get lots of viewpoints on this, but my experience is that most of the women I see wearing kilts are in pipe bands. I've also seen some non-bandswomen wearing regular kilts, and they can pull it off really well. The more traditional option is to wear tartan skirts, which come in varying lengths and styles. My wife favours mini-kilts, but they are really pleated skirts. There is lots to choose from, so your friend can get the style and length she feels most comfortable in.

"Kilts" properly are men's garments. Women have enough choices w/o encroaching on ours! But it's easy enough to find kilted skirts in just about any length you (or she) want. Women's kilted skirts tend to fasten on the left instead of the right. In a pipe band, I think that women typically wear men's kilts these days, but otherwise pretty much anything goes.

They can get anything from a mini to a floor length...it's all good.

Frankly, I am mucho pro kilts on women. There are not a few darn good lookin' women in some of the pipe bands hereabouts and they look smashing in the kilt.

Traditionally, a normal kilt is a man's garment. However, my friend who is a girl wears a kilt--however, she wears it like a skirt. She does not wear kilt hose, but rather black stockings, and usually a blouse with a vest that looks particularly feminine. I think this is perfectly acceptable and attractive. To me, if I see a woman in a kilt worn with kilt hose, bonnet, etc. I find her to look a little too "mannish"... even pretty lasses! This works for pipe band uniforms as everyone is supposed to look the same.

There are women who wear kilts, but they are all cross dressers. The last thing we need is more connection to that terminology.

I believe I prefaced the sentence with "I think". :-)
But honestly, when it isn't worn like a kilt, it looks like a knee-length skirt. I also think she may have worn it a little lower on the waist, but as she was wearing a vest, I couldn't tell.

The point goes to show however, that the overall look of a kilt is greatly determined by how one accessorizes it.
