The strap is easy enough to move but you will need to use a heavy needle to sew through the leather. The buckles are similarly easy but a bit fiddly. The most difficult bit is unpicking the tartan that holds the buckles in place
As you said this is a machine made kilt I am allowing for the fact it may be made by one of the largest machine made kilt makers here in Scotland. If so, they are extremely difficult to move and may require you to access the stitching from inside, below the canvas and lining, which may be glued into place
But still check FIRST with your supplier. They may do this job for you at minimum or no extra cost
