Don't give up hope of finding the pipes.
I knew someone who lost a guitar and banjo from a gig and from then on had his business cards printed with the details of the instruments on the back.
Seventeen years later a total stranger brought them to the door, said "I've had your card on my notice board for twelve years." and walked away before the shock wore of.
The instruments were still in the same cases, and they looked as though they had never been opened since they were taken.
I hope that it is far sooner that your son gets the bagpipes back, but don't ever stop looking for them.
