Looks to me like it is to the sett, with the double yellow line omitted from the center-back. The pleats are symmetrical, and the overall effect is quite attractive (the kilt, not your derriere ).
I am sure that the kilt maker had a very good reason for pleating it this way. You could perhaps ask her?
