Yup. It's amazing, but when I purchase postage online I'm issued with a tracking number (or customs number for international shipments) the second I click "Pay".

I will say that of all the customs issues I've had, Canadian customs makes up all but one of the delays- although UK Customs takes the biscuit for "Worst job repacking after inspection".

No customs issue justified the shenanigans cited by the OP though. It seems from the link David posted that this isn't a one time issue either.
