I buy cloth from the Welsh Tartan Centre weekly and have made dozens of kilts in their cloth. They are a bit softer than other mills but still make a nice kilt. Any kilt maker can buy cloth in these tartans and make a nice kilt for you.
As others have said, this cloth WILL have to be hemmed as it's not woven with a kilt selvedge.
