Yup! That will work fine.
I'm currently using a hair canvas available at B Black and Son at http://www.bblackandsons.com/heavy-w...ral-p-426.html
I really like this stuff partly because of the price (it's 72" wide!) and partly because it is a nice heavy weight (heavier than the Tailor's Pride, which I hadn't realized was actually still available).
Regardless of the hair canvas you use, you should use one that is stiff in one direction and flexible 90° to the stiff direction. Put the stiff direction parallel to the fell to keep the fell from buckling, and put the flexible direction horizontal, and pleat it to make the kilt flexible around the body.
