The trouble with any recognition app, assuming that there was such a thing, is that it would be susceptible to user error. Take this particular example; it's obviously a variation on Royal Stewart and so yes it's a fashion sett but whether early 19th century or late 20th century will depend on identification of the primary pivot colour. Is it black, dark blue or dark green? The image is not of a sufficiently high quality to tell and so one has to try all three scenarios and also consider whether if blue or green, whether there is also black in the sett per the Royal Stewart.
Neither all black or all green turn up anything in the STA master database (not a public access resource) but if it’s blue with black then this appears to be Prince Albert, one of Wilsons setts.
