is the canvas in a solid color, a tweed of a tartan pattern?

It's the canvas interfacing that is used as stiffening inside the kilt (commonly called "hair canvas"). It's a typical grayish color. But you couldn't use it for an actual garment (i.e., the fabric that shows on the outside).
