I golf in my kilts AT LEAST 10 times over the summer. There's NO WAY on God's green earth that I'll wear a UtiliKilt. The things just seem to creep into the worst places at the worst time... and there's too much movement in golf.
The absolute BEST kilts for golfing are the ones that are sewn-down at the hips. Anything else will fly up and embarass you. SportKilts are GAWD-AWFUL for that.
As for designing a kilt with all the attachments for golf... it's just not practical. That's why they make golf bags with all the pockets, so that you're not carrying around all that extra crud to hinder your movement.
