Well, unfortunatly, it really needs to be taken in about 4 inches, although I could get away with 2 inches. What I just thought about was laying out the kilt on the table and seeing what it would look like to add an extra pleat on each end of the pleated section. A seamstress may be able to do this without taking the pleated section completely apart. The waist liner would have to be taken out but that is hardly a big deal since that is not seen anyway.
By the way...if I haven't said it already...thanks to all for your thoughts. :P
